Excel 2016 save as and export

When the following settings apply can the workbook be saved as an other excel format file like a xlsb or xlsm ?. The export setting second pic will that allow it ?

2nd question

If do not allow saving other workbooks even with VBA code are enabled (pic1) will it allow another copy of excel to opened up and is it safe ?

Do you mean will the user be allowed to save your workbook as a normal workbook and not in a secure XLSC file? The answer is no.

Yes, another instance of Excel can be run since you did not forbid it. However, other instances of Excel can’t access the secure workbook loaded into the secure Excel instance controlled by the EXE file.
