    No, because you must be the author of the workbook app in order to generate keys for that app. Otherwise, anyone could just download XLS Padlock to make keys for any protected workbook. That would be a major security failure.

    Yes, the new forum does not always send out notifications automatically and unfortunately. You have to subscribe manually. The -1B files mean that they cannot be found or Windows does not let HTML Executable access them. Verify their permissions and/or antivirus/security settings.
